Gazette for the Week Ending 5th of December, 2025
Gazette Notice No. 17632: Kenya Revenue Authority Act — Transfer of Functions
Humphrey Wattanga, Commissioner General, with the approval of the Cabinet Secretary for the National Treasury and Economic Planning, notified the public that following the restructuring of the Kenya Revenue Authority:
- All functions of the Domestic Taxes Department relating to large and medium taxpayers have been transferred to the Large and Medium Taxpayers Department.
- All functions relating to micro and small taxpayers have been transferred to the Micro and Small Taxpayers Department.
These changes take effect from 10th February 2025.

Dorcas A. Oduor, Attorney-General, appointed Mohammed Alaw Hussun (Chairperson), Sheikh Hassan Ali Amin, Shoaib Vayani, Sumaya Hassan, and Hannan Hassan El-Kathiri as members of the Selection Panel tasked with nominating candidates for appointment to the Waqf Commission.

High Court — Consumers Federation of Kenya (COFEK) v Cabinet Secretary, National Treasury & Others (27 Nov 2025)
The High Court held that the Executive’s unilateral imposition of a 10% duty on crude palm oil without specific parliamentary approval was unconstitutional.
High Court — Safaricom Plc v Popote Innovations Ltd (6 Nov 2025)
A Kshs 1.1 billion arbitral award in favour of Popote Innovations for alleged intellectual property infringement by Safaricom was overturned due to the absence of a Safaricom signature on the initial agreement.
Recent Kenyan Laws & Policies
Government Owned Enterprises Act, 2025
Assented to on 21st November 2025, this Act represents the most significant governance reform of state corporations since independence. It aims to professionalise parastatals and improve commercial discipline in service of the public interest. The Act will come into force on a date to be appointed by the Cabinet Secretary for the National Treasury.
Lifting of 7-Year Moratorium on Power Purchase Agreements (11 Nov 2025)
The National Assembly voted to lift the seven-year moratorium on new Power Purchase Agreements, reopening opportunities for private electricity generation projects that had been suspended since 2018.
